Development Capability/Site assessments
If you are looking at a site for a development project, it’s important that you understand the planning and environmental risks as well as the opportunities.
We can provide project advice for individual land parcels. We will identify any “red flags” to de-risk your project, and identify opportunities you may not have considered.
Development Applications
Whether your project is big or small, we can help you navigate the complex planning system to get your development application approved.
With years of experience in local government, we know what information Councils need to get an application over the line. We can:

Planning scheme amendments
Planning scheme amendments are required to change the planning controls relating to a piece of land, usually to facilitate a particular development. For example, rezoning land so that it can be used for residential development. The process requires certification from local government and approval by the Tasmanian Planning Commission.
We have extensive experience in preparing applications for planning scheme amendments (including combined development applications) from inception, right through to completion of Planning Commission hearings.
The planning scheme amendment can often be lengthy and complex, so as a first step we will provide you with the project risks so you can make informed decisions about how best to proceed.
We will provide a detailed planning report that ensures your application addresses the necessary legislative requirements and has strong strategic justification for approval.
Where required, we can collaborate with, and coordinate, technical experts that will require input to support your application.
Throughout the process we will liaise with Council and key stakeholders to ensure the process runs smoothly from initiation to approval.
Strategic Land-Use Planning
Strategic land-use planning guides future land use, development and infrastructure decisions to manage growth and change in our communities. It includes:

This work can be delivered at a variety of scales, including greenfield and infill development sites, precincts, suburbs, towns, municipalities and regions.

Delivering strategic plans is a complex task as it integrates physical, social, economic and environmental features. As such, they require inputs from various technical experts and we have the industry networks to bring together the best team for your project and the project management skills to deliver.

A successful strategic plan requires conversations with the community, landowners, businesses, government agencies and other stakeholders.

Using our knowledge of the Tasmanian strategic planning context we can prepare a variety of different strategic plans including consultation with stakeholders and the community.

We have been involved in the preparation of multiple strategic land-use plans and have an overall appreciation for how a strategic plan is implemented and the need for clear and actionable goals…not just recommendations for another strategy!
Grant writing
Getting grant funding is the lifeblood for local governments to achieve their goals and see great outcomes for their communities. We have vast experience in preparing successful grant applications and have literally pulled in millions of dollars for strategic infrastructure projects, including parks, trails, road upgrades, enabling infrastructure, master planning and detailed design.

The key to a successful grant application is to be prepared and to have the necessary documentation and detail ready to go. If you have a project that you know will need grant funding, we can advise you how to prepare your project so that it is grant-ready.

Environmental assessments
Environmental assessments are required for “Level 2 Activities” where an application requires assessment by both the Environment Protection Authority (EPA) and Councils.

We can prepare your Notice of Intent which provides an overview of your activity and submit it to the EPA. We will engage early and invite the EPA to visit the site so they have a good appreciation of the project.

Once the EPA have issued their assessment guidelines, we can co-ordinate and prepare your Environmental Effect Report (EER) or Environmental Impact Statement (EIS) describing the proposal and its environmental impacts.

Environmental assessments require a multi-disciplinary approach, which requires input from a range of technical experts. We have a network of high quality consultants that we can help co-ordinate to provide input into the application. We can synthesise the technical inputs into a clear and concise public facing application.

Throughout the process we use our strong engagement skills to consult with key stakeholders and ensure that their needs and concerns are addressed.
Project Management
We can provide project management services for your next project. We start with understanding and shaping your project objectives and mapping out the pathway forward. This includes preparation of detailed project management plans, risk management strategies an actions, project budget, stakeholder engagement and consultant briefs. We will manage the project/consultant team on your behalf.
